Refinancing a property can be anything from a very simple process to almost impossible. It usually comes down to 3 KEY CRITERIA: your Credit Score, your Loan to Value ratio (of the Home) , and your income to monthly debt ratio.
When your Credit Score (defined by the 3 credit bureaus typically ranging from low 400's-Low to 800's-High) is below 525 or if you're in default or foreclosure, it becomes incredibly difficult to obtain any kind of conventional financing. In these difficult situations, many mortgage brokers will say they can do it, but after weeks and weeks of waiting turn up empty handed - time that many owners cannot afford. And when some lenders can refinance, they come back with loans that either provide insufficient funds to save a property from foreclosure, or provide an extremely high interest rate (with high upfront fees and prepayment penalties). Additionally, the fastest lenders take anywhere from 21 - 30+ days to complete the funding.
